I also reset my Sims 4 folder, and deleted an outdated no EA lashes mod, but it's still happening even without the new version in my game. I tried randomizing them, changing outfits and changing hair, skin details, makeup, accessories and just about anything I could but nothing helped. I can only adjust the placement and width of their mouth if I drag their teeth, but that's it. They still have hair, bodies, teeth (and a mesh for heterochromia, though that's not causing it since I had this problem before I downloaded that CC), but just no face. It looks like it's missing, or just sucked in to the back of their scalp. So for some reason, the townies my game generates seem to be missing a face.
